In the previous articles (part 1, part 2) of this cycle we considered problems of the first stage of realization of an experiment of creation in Russia of municipal police. On average on realization of problems of the first stage about a year from the moment of enforcement of the Federal law «About Municipal Police in the Russian Federation» and the Decree of the President on the list of municipal units on territories which this experiment will be made will leave.
In a nutshell that at the first stage local governments of the cities where the experiment is made, will have to resolve issues of formation of new structural unit, its material support, completing by staff, its training and adaptation, establishing interaction with territorial divisions of other law enforcement agencies.
After performance of the above-stated tasks, the second, most important stage of realization of an experiment, this actual participation of staff of municipal police in ensuring public order and public safety in the territory of the city begins.
It should be noted that else during performance of problems of the first stage when the main part of employees undergoes vocational education, and after the adaptation period, the management of municipal police has to be engaged in preparation and planning of transition of division to independent work.

Organization of service for ensuring public order and public safety

At this stage patrol and inspection squads of municipal police pass from joint to independent service agrees the tasks set by it.

What it is tasks and who establishes them
The priority directions are defined by local governments in the framework established by the law, with a criminogenic situation, wishes of residents of the municipal unit and the management of territorial divisions of law-enforcement bodies. Let's sort these moments slightly in more detail.

Criminogenic situation
Practically in any city there are criminal and dangerous areas which law-abiding citizens try to avoid, especially in night-time. The police in most cases well know about existence of such areas and about the reasons for the situation with street crime which developed in them, but officially do not like to admit the fact of their existence in the Ministry of Internal Affairs therefore as it spoils them office indicators. For municipal police such territories on the map of the city have to become priority by drawing up daily arrangement (the sheet on point duty) of patrol routes. Reduction of number of such areas on the map of the city as at most their total disappearance has to become the main task for them at least. It is no longer about destroying crime completely as the social phenomenon, ways to reach it, even theoretical it is not thought up yet. But to reduce the level of street crime to the minimum values, in a single district of the city so it would lose the status dangerous, a task quite real. Certainly at the correct approach to its performance.

Addresses of residents
As it was already explained in article about the offered model of the staff list of divisions of municipal police, there is such position as the inspector on work with the population.
The main objective of these employees is work with addresses of citizens, by means of personal contact, written and electronic addresses, monitoring of city information resources on the Internet. One of the main directions of their work is an identification of the so-called «centers of tension».
For example, the companies of adults or teenagers who drink alcoholic drinks constantly gather on the playground in the yard of a house, smoke, litter, loudly are expressed by strong language or at night loudly listen to music, a situation much the acquaintance.
Appeals to police do not result in result, sometimes there comes the police squad, 5 minutes will stand, happen even will lead a discussion or will bring one-two violators to the nearest police station and on it everything, next day the situation with violations repeats again.
Gradually inhabitants cease to contact police, including it useless and just suffer the events, gradually getting used to it. Or it is worse, having despaired to wait for the help from police citizens begin to undertake its functions and to deal with hooligans by own efforts that often leads to heavier consequences. It is only one of possible examples.
Task of the inspector on work with the population to fix data on the similar «centers of tension», to check them, and after to put, daily specific objectives to patrol forces, with concrete instructions about volume what yards, parks, squares or other public places they need to take under special control and on what patrol it is necessary to pay special attention. A task, completely to liquidate a problem situation.
For this purpose, the squad of municipal police will stop by each hour in the same yard, and if necessary and to stand there till some hours. Defiantly designating the presence and immediately reacting to each illegal act. If it is required, then the squad — it will daily do within several days or even weeks in a row until the situation is not normalized.
Many being and acting police officers skeptically will treat the above described situation regarding its permission that it sounds at least fantastically. There is no it what the police patrol for hours would be in one yard and violators were frightened off, none of the management will grant permission to it for it.
And they will be absolutely right and is valid, in the Ministry of Internal Affairs of the Russian Federation such it is impossible because there the main tasks are not the solution of problems of citizens, and performance of statistics, those notorious «sticks».
What the management of the ministry would not state from the highest stands, but reality such is, the system constructed on statistics in the Ministry of Internal Affairs of the Russian Federation to this day did not get to anywhere. She quite safely endured everything the reforms which took place in the past and will endure still many in the future **.
In difference from the Ministry of Internal Affairs of the Russian Federation the main task for municipal police not implementation of plans and statistics, not the beautiful reporting, but the solution of specific problems of the population of the city, the actual elimination of «the tension centers». Only this way it is possible to carry out the second, not less important task for municipal police – to regain the trust of citizens.

Note: if in municipal police there is a planned and baculine system similar to that that is applied in the Ministry of Internal Affairs of the Russian Federation, then will be simpler and cheaper than it to disband on the same day. Because about efficiency of municipal police, from this point it is not necessary to say any more.

* «Baculine system» in the Ministry of Internal Affairs of the Russian Federation is called the developed system of assessment of activity of police. It is a system at which the main efforts of performers are directed to achievement of exclusively quantitative (statistical) indices of activity which in the Russian police it is accepted to call «sticks».
For many years, this system turned into the real nightmare for employees and citizens because it practically forces police officers to work not for the benefit of citizens, and for the benefit of the good reporting which in most cases is doubtful.


** in 2018, in one of the largest Russian police communities on social network VKontakte survey about «a baculine system» in the Ministry of Internal Affairs of the Russian Federation was conducted.
Interested opinion of employees on whether the situation in this direction changed during the last reforms of a system of the Ministry of Internal Affairs of the Russian Federation. More than one and a half thousand users participated in poll.
Results: more than 33% of respondents confirmed that during reforms "the baculine system" in the Ministry of Internal Affairs remained same what was before reform, more than 29% expressed that it became even worse, than was. Only a little more than 4% of respondents answered, what became better.
