Organization of work of municipal police with the population

Work with the population has to become not less important direction in activity of the municipal police directed to prevention of offenses. In the organization of this work the municipal police has to be guided by the main principle – that any problem (entering competence of municipal police) which citizens treat demands, at least full reaction (but not formal how often happens now), and ideally the final decision.
As it was already told in the previous articles the competence of municipal police is limited to mainly small offenses committed on streets and in other public places. The municipal police transfers messages about the incidents containing signs of crime except for cases when immediate response measures are required, to territorial divisions of the Ministry of Internal Affairs of the Russian Federation for registration and the subsequent check in the order provided by the Code of Criminal Procedure of the Russian Federation.
Nevertheless the main part of all illegal acts, especially from among made on streets and in other public places small offenses and crimes of small weight make. These violations of the law do not bear in themselves big public danger, but considering their obvious and quantitative character, serve as serious public irritants, considerably complicating life of law-abiding citizens.
It is sure that many will agree that a little pleasant in walks on the street or the park where the companies of people which participants defiantly drink alcohol gather, loudly are expressed by rough strong language (mat), in the same place throw garbage and celebrate the natural needs. Or just behave, aggressively provoking passersby to the conflict. And the given examples, unfortunately, not a rarity on streets of our cities. It should be added to the given examples also the loud crimes which happened in recent months committed by groups of teenagers, supporters of «AUE» ideology gaining popularity caused a big resonance in society.
At the same time it becomes clear that places of concentration of such groups were well-known to both citizens, and police that groups of aggressive teenagers gather there already during the long time, smoke, drink alcohol, stick to passersby, commit other offenses. At the same time nobody tried to stop them, and impunity, as we know, leads to lawlessness therefore the result and did not keep itself waiting.
Task of municipal police to change this situation. For this purpose it is necessary to adjust work with the population first of all.
Here the management of municipal police and city administration have to use all arsenal of tools available to them, for establishing feedback with inhabitants and city visitors. These are official media, social networks, other information resources and personal contact with citizens is unconditional.

Order of the organization of work with the population
it was already told to joint stock company in one of earlier published articles, such position as – the Inspector on work with the population is provided in the staff list of municipal police. Tasks of these employees include implementation of personal reception of citizens, communication with them by means of telephone communication, including to «telephone hotline», e-mail and other means of communication, fixing of information obtained from citizens for the subsequent transfer to the headquarters.
Further the headquarters processes and analyzes the data arriving from all sources then it forms specific objectives to patrol and inspection squads of municipal police. Where it is necessary to be in what time, on as to whom to pay attention what measures to take whom if necessary to contact. The headquarters of division has to study all these subtleties daily. Later on the basis of already processed information, daily on instructing of the squads which are taking up service to prepare personal tasks for each patrol.

- inhabitants of the house ** down the street *** report that daily in the evening the group of teenagers, which gathers on the playground located in the yard: drink alcohol, litter, loudly listen to music, in attempt to make a remark behave aggressively, provoke the conflicts.
Task –since 18:00 hourly to check this yard, at identification of groups of teenagers at the playground, to lead a preventive discussion about appropriate behavior and responsibility for violation of requirements of the law, at identification of the facts of commission by these persons of offenses, these facts to record, document, to bring violators to territorial division of the Ministry of Internal Affairs of the Russian Federation. At conversation in addition to explain that control of this platform will be exercised constantly now that police officers are equipped with video recorders and any illegal act will be recorded. In attempt to move to other yard the squad will follow them. If necessary, previously having coordinated it with a control room, to be continuously in the yard defiantly designating the presence during the long time.
At first sight a situation not really habitual for our citizens, but such approach also has to be applied. The police have to react not formally, and fix a problem completely until the problem situation stops being that. Only in this case the task facing police can be considered executed. We still will return to this moment.

The reporting of municipal police before the population and assessment of its activity
For municipal police in work with the population, one of the main there has to be a principle what it is necessary to report on the work done according to addresses of citizens and the achieved results not to the higher management, and to residents.
The management and staff of municipal police have to understand and accept that residents employ them, pay them salary, and therefore have full authority to estimate results of their work.
At the same time residents have to understand too that it does not grant to them the right to interfere with work of municipal police. Yes they can estimate the end result, but not process, it is the only part of service of municipal police closed from public discussion.
The matter is that the police service on ensuring public order consists of a set both the separate, and interconnected processes, many of which are not visible to inhabitants, at the same time these processes are necessary and effective, though at first sight imperceptible.
However it does not exclude the right of citizens to state to the management of municipal police the wishes and to make offers, but at the same time citizens have to understand that they are obliged to listen, but to accept these offers as a guide to action or not, police officers solve.
Practice of communication with residents of certain districts of the city by means of holding collective meetings and meetings has to practice work with the population, besides personal reception of citizens and use of means of communication, more widely. At such meetings the most acute and current problems of residents of this area in a part of the fortune of public order have to be defined.

The note of the author – today organization of similar meetings with the population, process extremely difficult. In recent years people comes to them less and less each time. As the main reason call hopelessness of similar meetings and lack of results. People speak about problems, in reply hear that the police do not have enough people, transport, the equipment, time and in general, citizens exaggerate everything and in vain exaggerate panic. And that who considers that all so badly suggest to register in national team. On what people ask absolutely fair question – And why then to us in general police if, instead of the help, me suggest to be engaged in protection of law and order? This stereotype very densely took roots in consciousness of people therefore the municipal police should work fairly before people believe, in the fact that are really ready to listen to them and actually to solve the sounded problems. It is easy to lose trust of the population, and to here return it then it is very problematic.

Problem sites are defined with competence of municipal police, you should not forget that its powers are much lower, than at the Ministry of Internal Affairs of the Russian Federation and are limited to mainly small offenses committed on streets and in other public places.
All information obtained during the meeting is specified, fixed and transferred to the headquarters of division of municipal police for development of the decision. After discussion, the representative of the management of municipal police suggests residents of the area to hold a repeated meeting, for example, in a month what citizens would estimate the measures taken according to their information. The form of the report has to be the simplest, consisting of three positions: 1. The problem sounded earlier; 2. The taken measures; 3. The achieved result.
Certainly that not each problem situation (especially if it developed for years) will manage to be solved in short terms, but if citizens see that the police work, and relevance of the negative phenomenon sounded by them, at least decreased, it will already be result even if also yet not final. Final the result will be only when the problem situation declared citizens finally loses the relevance.
The management of municipal police of the city has to hold similar meetings with the population regularly, trying to cover first of all those districts of the city where the criminogenic situation is the most difficult.
In general, residents of the municipal unit have to estimate overall performance of division too. Not statistics, not sociological researches, but direct assessment of the citizens living in the territory of service. It becomes as follows: practically every second year in the territory of municipalities there take place these or those elections, local, regional or federal importance. In parallel with vote, in addition to ballots it is necessary to issue to citizens the questionnaire (as a voting bulletin) where citizens could estimate activity of municipal police of the city.
Such way is much cheaper performed by, and, above all it allows to receive more objective data because the opinion will be expressed by a considerable share of the population of the city. It should be noted nevertheless, as such way of assessment at all its objectivity, has a number of nuances, but we will talk about them in separate article.

Opinion of sceptics
Some parts of this article were already published in the form of separate fragments in group and in the form of comments on other professional resources of police subject earlier. Respectively that a part of participants of these communities quite reasonable doubts in the prospects of practical application of similar methods of work expressed. Let's consider them a little in more detail.
Regarding response to addresses of citizens:
The main reason for doubts here it is rather a non-standard of approach. Its discrepancy habitual for most of citizens (and police officers) to templates when the police squad begins to work specified in information from citizens (we reviewed an example above) the problem site of the area. Today in practice everything is approximately so – on arrival if there are obvious bases the squad detains violators and brings to territorial division of the Ministry of Internal Affairs for trial.
However if in the presence of police officers of obvious offenses it is not made and on which citizens the complaint arrived behave within the law, at the same time none of inhabitants want to witness, then employees make a helpless gesture and in 5 minutes leave, having limited to oral suggestion. If the repeated call does not arrive, then it is improbable that the squad within a day will return to this yard, but even by a repeated call the situation can quite repeat.
Formally at such approach as now, working within the law, police officers can make nothing, they did not see offenses, citizens refuse to witness, and the fact of stay in the yard or at the playground of group of teenagers or adults offense is not, respectively does not give the grounds for bringing. Time which is released to a squad on a similar call in the absence of detainees no more than 10 minutes further the control room will send it to other application or will send to other area.
Respectively that more logically, and, above all it would be effective in similar cases to use tactics which we described in the section «Order of the Organization of Work with the Population» of this article.
Sceptics claim that application of similar tactics can, and could be effective, in only the single yard. It while there is a lot of problem streets and yards, and is not enough patrol and inspection squads of police, especially in the light of the last reductions. The same squads that else remained, are engaged with mainly rapid response to calls, to patrol in the mode of "free search" of time practically does not remain. To involve a squad on that during all change to be engaged only in several problem yards it not expedient use of forces. Transition to this tactics considerably will weaken patrol of other territory of the city and will seriously reduce efficiency of reaction of police, especially in the cities with low population density.
If to consider a situation from a position of the Ministry of Internal Affairs of the Russian Federation, then the remark is quite fair, the reforms which took place in recent years already drove the Ministry of Internal Affairs into "the personnel deadlock". And with those forces which the police have, at most, now that it can quickly react at least it to messages about obvious crimes and incidents on the actual prevention is not present any more, not human not material resources.
If to draw an analogy to medicine, then one of symptoms of a disease of the patient high temperature is and instead of treating a disease in the Ministry of Internal Affairs are engaged in the fact that just force down temperature, the disease at the same time continues to progress. Only sooner or later, febrifuges will cease to work and the disease will pass into a crisis stage. To it we can observe some prerequisites already today.
If for the Ministry of Internal Affairs of the Russian Federation such tactics does not walk on the above-stated reasons, then for municipal police it has to become the main, as one their important elements of a system of prevention.
It is unconditional that the examples of local problem situations described in article seem small and it seems do not deserve of such special attention. Well the companies gather in public places, drink, litter, use foul language, well it is unpleasant, but upon it the small offenses which are not constituting special public danger. Why to pay to them it is so much attention?
First – the main principle on which work of municipal police has to be based is strategy realization of «Zero tolerance» to any offenses (in more detail about this strategy, it is possible to read here).
Secondly - persons systematically and with impunity making small offenses, as a rule, pass over time to more serious crimes. Impunity is always a direct way to lawlessness, the argument many times confirmed with criminologists of the whole world. Therefore suppression of illegal acts at an early stage and implementation of the principle – inevitability of punishment, will allow to save many citizens both from commission, and from formation by the victim, more dangerous crimes.
Regarding the reporting of municipal police before the population and estimates of its activity:
sceptics reason with the fact that all above as it is becomes long ago, it is functionality of district police officers. Truly, according to normative documents of the Ministry of Internal Affairs of the Russian Federation the service of district police officers is engaged in direct work with the population first of all. Only with the small reservation, between what has to become and what becomes upon there is very big difference.
The reason is that the system existing in the Ministry of Internal Affairs of the Russian Federation, put district police officers in such position that on the site it can spend for work with the population at best 10% of the working hours. All rest of the time leaves on implementation of the plan for protocols, circulations on raids and special actions, execution of materials, personal errands, writing of official reports, references, characteristics, other documents, their coordination and registration and also sitting at meetings, divorces and instructing.*
As for arguments of sceptics concerning resources which will be required on realization of those approaches in ensuring public order and safety of citizens who were stated above the municipal police will have them. Let's remind that the main idea of the concept about creation in Russia of municipal police consists that it is created not instead of divisions of police of the Ministry of Internal Affairs of the Russian Federation in the cities, and in addition to them. Its task not to replace with itself the state police, and to strengthen and add its opportunities, carrying out those tasks for which the ministry does not have enough human and material resources. But which citizens, unlike the management of the Ministry of Internal Affairs of the Russian Federation, consider rather important.
