Municipal police in Greece - ΔΗΜΟΤΙΚΉ ΑΣΤΥΝΟΜΊΑ
for the first time appeared in 2002, with adoption of the relevant regulations regulating its activity. Why for the first time? The matter is that for rather short history, municipal police in Greece already managed to abolish once completely. There was it in 2013, such decision was connected with especially economic reasons, namely the banal shortage of money for its contents. The economic crisis which captured at that time Greece affected. However in 2015 the service of municipal police in Greece was restored.
Divisions of local police are created by the decision of local government bodies, but regarding regulation of its activity the main role is assigned to the state. State laws regulate the majority of issues of its activity, define the purposes, tasks, limits of competence and establish the state supervision.

Functions and tasks
municipal police in Greece have rather indirect relation to police functionality. For example, on them control of observance of requirements of the local legislation in a part is imposed;
- sanitary condition of streets and rooms;
- rules of restriction of smoking of tobacco and its analogs;
- rules of use of reservoirs, water supply systems and waste systems;
- construction standards;
- rules of placement of the advertizing structures, signs and information plates;
- rules of carrying out roadwork;
- rules of work of movie theaters, cafe, restaurants and shops;
- fire safety requirements;
- rules of keeping of pets.
Apparently on the above-stated functionality it is rather not the police, but municipal inspectors monitoring observance of the local laws and restrictions relating more to municipal economy, than to public order.
From police tasks the following is assigned to municipal police in the cities of Greece:
- participation in ensuring public order;
- regulation and control of observance of traffic regulations;
- control of observance of rules of the parking of cars (for some reason this point always registers in the countries of Europe separately, perhaps in the administrative legislation it is allocated in separate group from other violations of traffic regulations);
- control of observance of the migration legislation by foreign citizens and tourists;
- suppression of the facts of illegal street trade;
- drawing up protocols on local administrative offenses;
- protection of municipal property;
- rendering assistance of state police when performing of the tasks assigned to it.

Powers
According to the law the staff of municipal police of Greece has powers to stop offenses and to detain the persons who performed them. However independently municipals can make decisions and make the violator responsible only by some types of the small offenses relating to the local legislation. On the offenses relating to the Administrative Code of Greece the staff of municipal police can only record the fact of such offense then to transfer the violator to the staff of state police for drawing up the protocol and decision-making.
Besides administrative offenses the municipal police has powers to stop and the obvious crimes which are committed on streets and in other public places here only these powers are very conditional. The matter is that the staff of municipal police is dressed in a uniform which has obvious differences from a form of state police. At the same time they are not armed, and often have also no special means. And to use physical force and special means they can only as self-defense i.e. when the danger threatens the most police.
Important also, as criminals know all this, respectively understand that if on the crime scene they are overtaken by patrol of municipal police, such «police officers» do not constitute any serious danger to them.

Conclusion
it is possible to assume that in Greece the service of municipal police thought rather as a local, auxiliary link for state police. With the purpose to unload the last from a routine on prevention and suppression of small offenses, for example, such as the wrong parking of transport or walking of dogs without muzzle.
In general it is possible to draw a conclusion that the municipal police of Greece despite the name, has very indirect relation to police functionality. It is rather executive body of local government in competence of which more administrative tasks, than law-enforcement.
If to compare municipal police of Greece to other countries which we considered in the previous articles then on the tasks and opportunities she most of all reminds similar services in Estonia or Serbia. At the same time such format of municipal police defends the Ministry of Internal Affairs of the Russian Federation in the project.
